Feature/cmm 13767 store virus scanned pdfs

[nhsd-angel-pastor]

New lambda that listens to events of type GuardDuty Scan Result that are originated from the unscanned bucket. When the file is safe then the file is moved from the unscanned bucket to the safe-file bucket. On virus found then the file is moved to the quarantine bucket.
