Nrl 1876 lloyd george perf test run

• point perftest env at lloyd george 55m pointer table
• include 55m custodians for lloyd george pointer types in test permissions generated. This resolves internal perf test permissions for the test K6PerformanceTest app id.
  • also added updated test permissions to perftest S3 bucket - might need updating in the future.
• Public perf tests are run not with K6PerformanceTest but with the default NRL app id X26-NRL-.....
  • added instructions on how to update these external permissions for perf tests based on the troubleshooting I went through for this run
