revise RUL1, RUL2 for RHW OxD & DxO T ints

Attempting to rectify #429

Concerning OxD and DxD T intersections involving RHW and road, onewayroad, or street;

• Corrects some previous mistakes (e.g. RUL1 definitions for 0x57604109 vs 0x57604100)
• Converts all RUL1 definitions for these intersections to use the T-intersection IID as opposed to the +-intersection IID.
• Modifies or removes redundant RUL2 related to the above.
