Introduce the `msAbydosForWindowlessWV2` feature flag to enable Windows Shell Handwriting functionality in Window-to-Visual hosting mode (WebView2). Also add a TODO note in the Windowed vs. Visual hosting doc to acknowledge the new flag's effect on Shell Handwriting support and perform a minor whitespace/format cleanup for the adjacent flag entry.

Yes, please remove this statement as in the upcoming release this will be fixed.
