docs: translate setup, scheduler, tools, and error API docs to English

Description

Translate the remaining setup, scheduler, tools, and error-code API pages from Chinese to English. The translated files are placed under docs/en/open_source/open_source_api/ with matching paths. The scheduler wait.md filename has been corrected to remove the leading space present in the original Chinese path.
