update to dotnet 8. I cant remember if we said we'll archive this repo or not but the upgrade was quick anyway so we can merge.
There is also a bug in latest version of ubuntu I caught when running the ci / cd: actions/runner#2364
Downgrading to 20.04 fixes the issue
