update labels:

• OFT -> OFT - EVM only
• OFT (Solana) -> OFT - EVM, Solana

removed need for feature flag for OFT - EVM, Solana

• Update getExamples() to always include oft-solana and relabel examples: OFT - EVM, Solana and OFT - EVM only
• Remove LZ_ENABLE_SOLANA_OFT_EXAMPLE flag usage (code, tests, and turbo.json env passthrough)
• Adjust tests to reflect default availability of oft-solana and keep oapp-solana behind its flag
• Update examples/oft-solana/README.md scaffold step to drop the env var
• Add changeset for create-lz-oapp patch release
