Minor linting error, also making it so the progress bar for submitted recordings is hidden if 'My Recordings' are hidden in the main Recording view.

Hide "My Recordings" if the setting to disable non-admin uploads is turned on. Will be used by vetting instances to show users only the files they need to review.
