CompatHelper: bump compat for Aqua in [extras] to 0.8 for package ControlSystemsBase, (keep existing compat)

This pull request changes the compat entry for the Aqua package from 0.5 to 0.5, 0.8 for package ControlSystemsBase.
This keeps the compat entries for earlier versions.
