Document time format preference in Account Management

We're rolling out a user preference for 12-hour vs. 24-hour time display across the Datadog app. This documents the new preference on the Account Management page.

Changes

• Updated the Preferences intro paragraphs (both US and gov region variants) to mention "time format" alongside the existing timezone and visual accessibility preferences.
• Added a new "Time format" subsection under Preferences, describing the 12-hour and 24-hour options.

Note: A screenshot of the time format picker in Personal Settings → Preferences will need to be added.

QA Instructions

1. Build the docs site locally and navigate to Account Management → Personal Settings → Preferences
2. Verify the "Time format" section appears between "Email subscriptions" and "Visual accessibility"
3. Confirm the intro paragraphs correctly list "time format" for both US and gov region variants
