What does this PR do? What is the motivation?

Adds support for Postgres 16 and 17 for AlloyDB for DBM. This unintentionally got reverted origional PR

Merge instructions

I'm noticing that the file in the original PR has 6 columns instead of 7 -- formatting-wise this looks fine, just wanted to double check that you're sure about which columns to check (it looks correct in the preview to me)
