The PR introduces the DISET version of the TokenManager service. The service now is the only one having only a Tornado implementation. After this PR is merged, the use of Tornado service can be stopped and the Tornado service framework can be dropped.
The service should be installed in a usual way with the HandlerPath option defined to point to DIRAC/FrameworkSystem/Service/DisetTokenManagerHandler.py .
