Summary
This PR adds a short note describing TEA profiles as a tailoring layer on top of the base specification.
Scope
doc/profiles.mdIntent
Keep core TEA small near 1.0 while allowing deployment-specific constraints, such as stricter transport baselines, to live in profiles instead of the base contract.
