Removes rabbitmq-server dependency on docker using different role (galaxyproject.rabbitmq instead usegalaxy_eu.rabbitmq-server) and unites usage of certbot certificates (all three: nginx, rabbitmq-server, proftpd are using paths /etc/ssl/certs/ and /etc/ssl/user/ now).
