This adds a safeguard to prevent use of the deprecated legacy tx format on testnet environments. The new ErrorDeprecatedTxFormat class provides clear messaging to users about using PSBT instead. BTC-2732 Co-authored-by: llm-git <llm-git@ttll.de>
