This is very close—just two minor changes requested within.
It's not a blocker to this PR, but I wonder if the Brakeman, Rubocop, and RSpec tests ought to be broken into multiple workflows? That's something to discuss / think about going forward.
Migrate the CI flow from Jenkins to GitHub Actions. This includes RSpec, Rubocop, Brakeman, and Trivy. The bundle-audit task needs some rework and will come later. Ref: AP-488
