Add CODEOWNERS for sdk/agentserver/ with "Hosted Agents" service label

Configures code ownership for the sdk/agentserver/ path with @lusu-msft and @JC-386 as service owners, labeled as "Hosted Agents".

Changes

• Added CODEOWNERS entry for /sdk/agentserver/ following the two-block format:
  • Block 1: ServiceOwners and ServiceLabel comments
  • Block 2: PRLabel and path mapping (separated by blank line)

This matches the standard format used by /sdk/ai/, /sdk/evaluation/, and other entries in the file.
