Add description paragraphs, Triggers, and Rules sections to all 8 scoreable skills to improve GEPA content quality scores from ~0.30-0.48 to 1.00. Also sync frontmatter INVOKES with MCP Tools tables and fix tsp-client CLI reference to use npm exec --prefix pattern.
