SLAs specific behaviour with ticket.state #1043

@ralf401 I learnt yesterday from Gerrit that configuring SLAs using ticket states such as new, and open are not a good idea.

  1. States like new and open have inherent escalation mechanics already. These can be configured in the Object manager.
  2. The inherent escalation mechanics overrule the set SLAs going toe to toe.

Maybe it's worth mentioning both of this in a warning in the SLAs example.
