Add 10k feature count to rasterizer benchmarks and bold fastest times

- Add n=10000 tier to benchmark feature counts (50/200/1000/10000)
- Bold the fastest rasterizer in each row of the markdown timing tables
- Regenerate RASTERIZER_BENCHMARKS.md with updated results
