[Bug]: Add Plugin Check (PCP) to toolkit plugins

As a plugin maintainer, I want to have an automated PCP check on all ci for WordPress plugins so I know they are using best practices.

• HWP Previews
• WPGraphQL Logging
• WPGraphQL Webhooks
• WPGraphQL Debug Extensions

To Do

• Update workflow to be triggered on release (currently only php changes)
