Improve documentation for non techies

The current documentation for CLI is mainly for developers. I think CLI could also be really helpful for users who are less technical. To onboard them and introduce them to CLI, the documentation and handbook should be present and described in a more detailed way.

Some Ideas that could help to reach that goal:

• use of https://wp-cli.org/ for the handbook, as developer.wordpress.org/cli/, make.wordpress.org/cli/handbook are not really user friendly for non techies reactivate wp-cli.org #295

• including/link to good external blog posts/tutorials where cli is explained
• ...

I will break those down into single issues.
