How to get region data if bz2 files are not available

I'm new to overpass. What I want:

1. I only want to host a region (Europe or the Netherlands)
2. If I use the clone option it will download the whole world 500GB+ (disk was full)
3. if I use init, it expects a bz2 file which I cannot find because it is al pbf now

How to handle this? At the moment I'm testing osmium, but support for pbf in init mode would be the best option for me.

In this example, the command osmium cat -o /db/planet.osm.bz2 /db/planet.osm.pbf converts the downloaded pbf file to bz2

Has anyone actually been able to use this successfully? I tried several files (.osm.pbf) from Geofabrik and it does not work, it says they are corrupted or other issues.
