`xbps-install` and `xbps-query` disagree about a package in a repo pool

Is currently installed st-terminfo repolocked to another repository?

... Yes.

And the reason st and st-terminfo couldn't agree was they were locked to two different repos.

this probably deserves a better error message, i say leave it open

Other case is I had it both repolocked and -m hold and that resulted in the same not-in-repo error on both.
