batch delete does not recognize rate limit

Reproduction steps

1. import an archive
2. hit delete (with some empty channels)

Actual results

it says "Being rate limited by the API for NaNms! Increasing search delay..." in orange.

Expected results

If you can't interpret the delay as a number, treat the delay as 30 seconds.

also, bookend between jobs at 30 seconds.
