password strings stripped of symbols

Symbols sucha s exclamation marks in the database password are being stripped from the string. I've tried using windows command and git bash same result. This happens with --dbpass and using the password in wp-config.

Also tried escaping the exclamation marks and using double and single quotes.

Mysql also fails to connect when using a password
