Problem Statement

The Steering feature is currently marked as experimental, which limits adoption and signals to users that the API may
change without notice. To move Steering to stable status, we need to validate that:

1. API stability - The current interface meets user needs and won't require breaking changes
2. Customer validation - Real-world usage confirms the feature solves the intended problems effectively
3. Production readiness - The implementation is robust, well-tested, and performant under load
