Creating pages in static html #2071

Describe the bug
When creating a website and adding new pages, gives a 404 error message on a new page and cannot be edited.

Steps to reproduce
- go to index.html
- hover over and click on the gallery spot
- gives a 404 error message
Expected behavior
blank white page
Parity with Local
- I have run the project in my local machine and I could not reproduce the issue.
