feat: promote 80 partial runs from staging + archive pre-fix ccb_fix runs

Staging → Official (80 runs, 672 additional rewarded task-results):
- SDLC partial runs: debug, design, document, feature, refactor, test, understand
- MCP-unique partial runs: compliance, crossorg, crossrepo, domain, incident,
  migration, onboarding, org, platform, security
- ccb_build legacy runs (pre-split tasks for feature/refactor)

Archived from Official (8 pre-fix ccb_fix runs):
- fix_haiku_20260223_171232: had protonmail tasks (dropped, verifier bug)
- fix_haiku_20260224_011821: had protonmail tasks
- ccb_fix_haiku_022326: pre-leakage-fix, old config naming
- 5 small fragment runs (1-6 results each)

Archived from Staging (58 runs):
- Opus model runs, pre-leakage-fix ccb_fix, empty/aborted, experiments

Fix: normalize naive→UTC-aware datetimes in export_official_results.py
to handle mixed timestamp formats across old and new result.json files.

MANIFEST: 804 task-results across 78 run/config combos
Export: 199 runs, 969 valid scored tasks
