tls 1.3 support

right now tls 1.3 support is not working,
to workaround any issues (especially windows 11, update 22h2)
you can disable tls 1.3 for now by setting inside config.js 
```
certificate: {
...other configs...
                secureProtocol: 'TLSv1_2_method'
}
```
