Support gb18030 encoding

Basically see twrpdtgen/twrpdtgen#241 (comment), some default.prop files seem to use that.
Maybe utf-8 can just be replaced by gb18030 and there won't really be downsides but I'm not sure about that.
Auto-detection or some manual selection would be good I guess.
