`File>Load from your computer` is not translated

Expected Behavior

The editor menu File>Load from your computer should be translated.

Actual Behavior

The translation for the editor's File menu Load from your computer will not be applied.

Steps to Reproduce

1. Open scratch editor https://scratch.mit.edu/projects/editor
2. Select Settings>Language>日本語 (any language except English)
3. See menu Files>Load from your computer (will NOT be translated in the selected language)
