ANSEL encoding not supported

ANSEL is not supported by recode. GEDCOM format to exchange data could have ANSEL encoding

Maybe you think what encoding is still missing, so ANSEL is a hint to add to recode.

I attach two simple GEDCOM files created in Geneweb, one exported in ANSEL mode, other in UTF-8 mode. These files could be used to test ANSEL/UTF-8 conversion.

Thanks for this! I don't promise I'll get around to it any time soon, but it's good to know about.

I created an issue for Geneweb because I think it cannot generate valid ANSEL file. That means that example attached to this issue is useless... :-(

geneweb/geneweb#2029
