Add pablogsal as codeowner for profiling sampling files and docs

Add ownership entries for the sampling profiler (Tachyon) including
the Lib/profiling/ package, test files, and documentation. Also add
the Modules/_remote_debugging/ directory to the existing remote
debugging section.
