Add e2e test for bootstrapping failures

We should add an e2e test for bootstrapping failures. To make sure the flow works as expected. Refer #893 (review)

• Fail to resolve a top-level dependency
• Fail to resolve a secondary dependency
• Fail to build an sdist, with prebuilt fallback
• Fail to build a wheel, with prebuilt fallback
• Fail to build a wheel, without prebuilt fallback
