I've examined the .github/workflows/claude-react-on-comment.yml file and it does not contain a permissions section. The file's top-level keys are:

• name
• on
• concurrency
• jobs

Neither at the workflow level nor at the individual job level is there a permissions: block. The commit 451f85c ("Cleanup permissions in claude-react-on-comment.yml") appears to have already addressed this — the file was committed without a permissions section.

Since there's nothing to remove, no changes are needed. This issue can be closed.
