Menu/Select/Dropdown - add arrow key handler to focus items from toggle

Followup to #11115

With the update to prevent autofocus by default, we should add logic when the MenuToggle has focus and the up/down arrow key is pressed with the ability to customize this handler (also take stock as to whether any further customization is needed)
