please make parameter to limit the dB sound output

I fought the OS for over a day searching to make a applet or finding an app letting me limit the sound output power, I know it isn't difficult to do, just a double that would be compared and make the sound at this limit no more, and if the person reading this has time for more make this setting per output device. please, it would stop my computer screeming at me because the sound is only amplified/depleted.

You can set a maximum volume limit in the “Sound” tab of this applet's settings.

Sorry it's like I mentioned, a overall sound limit not a dB limit
