Bump `kind` version and use a cluster version aligned with our `client-go` dependency

In order to test against the same kubernetes cluster version that our dependencies align with, we should update kind and additionally update our Makefile configuration to derive a kind image to use based on the version of our client-go dependency.

This issue has become stale because it has been open 60 days with no activity. The maintainers of this repo will remove this label during issue triage or it will be removed automatically after an update. Adding the lifecycle/frozen label will cause this issue to ignore lifecycle events.
