Add component owners to ruby-contrib-triagers role

This issue is to help track the community membership of our codeowners as we transition to the component owners workflow

Tasks:

• Add expectations for the ruby-contrib-traiger role (chore: Add component owners workflow, documentation #1771)
• Add workflow for component-owners (chore: Add component owners workflow, documentation #1771)
• Confirm current codeowners are members of the OTel org
• Add codeowners to the ruby-contrib-triager role

This will help us have pull requests automatically assigned to codeowners for the relevant repositories.

Hi everyone!

We're currently assigning members that are code owners in the repository to the @open-telemetry/ruby-contrib-triagers role. Before we can add you to the role, you need to be a member of the open-telemetry GitHub organization.

Using the CODEOWNERS file would be the ideal solution to give you green checkmarks for your components, but GitHub doesn't support that without also giving write permissions to the repository. Instead, we're following the lead of other OpenTelemetry projects, such as js-contrib, and adding component owners to @open-telemetry/ruby-contrib-triagers. The goal with this is to lift component owner reviews to the same level as approver reviews (scoped to the owner's component) and provide automation to support this effort.

This role also grants you permissions to triage issues, so it should be easier for you to work with bugs, feature requests, etc. related to you component. We hope this brings you more autonomy in deciding how to handle certain requests.
