Generally, if you're not actually trying to downgrade it's something like:

• Opcache revalidation settings being inappropriate or not matched to your upgrade process (see Nextcloud Admin Manual)
• Having an old backup config file in config/ (all *.config.php files there are merged to generate the real configuration and they'll have conflicting versions)

What does your config say?

Within the downgrading error message,
the first number is the value of version from your active config (i.e. the merged result of everything in /config/*.config.php), while the second versinf is from the embedded version string within /version.php (within the deployed Nextcloud application code itself).

The output suggests that the v32.0.5 upgrade was run against your config (and completed), but that your installation code base was then swapped back to your older one. I'm not saying that is the case, but given no other similar reports we're going to need more context if you think this is a bug.

Are you 100% sure you don't have non-default PHP OPcache settings?

How, precisely, did you do the update process again? Please be very specific. There is a reason we ask for a variety of details in our bug reporting template which you skipped entirely.

Other oddities:

• You have a considerable quantity of incompatible apps force enabled per your app_install_overwrite list. These bypass all compatibility checks during updates, which means things can easily break.

The version.php you provided is for 32.0.3; neither it the config matches the post-upgrade logs (which at least at that point in time are running 32.0.5 and pull the version string directly from those files).
