[Bug] Consent Mechanism Not Provided

Describe the bug
The current implementation does not include the consent mechanism as specified in the MCP specification. According to the MCP protocol specification, users must explicitly consent to and understand all data access and operations , but this functionality is missing from the current codebase.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Tools'
2. Click on 'Market'
3. Scroll down to 'BioMCP'
4. before using the tool from BioMCP, there is no consent request, directly use the tool and return the results.

Expected behavior
should send consent requests to the client

When editing the tool, you can choose an Approval Policy. Could you check if it’s set to Never here?
