libmongocrypt 1.19.0 came out just days after I bumped the last time. This bumps the helper to 1.19.0, and adds a suite of rake tasks for make it faster to automate the bump.
Both tasks also accept a
VERSIONenvironment variable if you need to build for a different version of libmongocrypt.This PR also updates the release infrastructure.
