Create a Github workflow that runs create-manifest on Windows/Mac/Linux

The create-manifest command should be properly tested on the 3 main OS: Windows / Mac and Linux

A girhub workflow could be implemented that run the tests with those platforms and ensure that:

• the script runs correctly
• it creates the folders
• it works with parameters
