[Enhancement] Unify the naming style of operators

The name style of mlx.nn.hard_shrink and mlx.nn.softshrink would be better if unified.

Besides, I've noticed that many operators' documentation is incomplete or has inconsistent formats, like nn.Softmin and nn.softmax. If you need, I can spend some effort here.

The nn.Softmin is a class while nn.softmax is a function, the documentation is absolutely misleading though.

Regarding the hard_shrink and softshrink, I think it would be overkill to change APIs just for naming style, but we should be more careful adding new APIs in future.
