Should we streamline Select Interpreter and Create Environment command into one

We currently have two commands although Create Environment is shown within the Select Interpreter command. Does it make sense to deprecate Create Environment in favor of having a more general "Manage Environments" command?

We can pull usage of the various commands for context. We would also need to think about how a single command would surface based on search text i.e. could we still show the necessary command when someone searches "Create Environment"

I always forget the name of that second command, and since there’s no obvious UI element for it, I usually end up scrolling through all the “Python:” commands in the command palette to find it.
