Bash shell does not activate venv on subsequent launches

Testing #340

Follow steps 1-5 in 'Testing'. After changing the setting value to shellStartup, I was correctly prompted with the modal to update my shell. Things worked as expected until step (6) where I reloaded VS Code. After reload, subsequent bash sessions would not activate the venv for me. See video:

closing as I think this is fixed now due to all the changes we have made in this area. Assigning Anthony as he would be the right person to help if future issues related to this surface

We now handle remote scenarios better. Activate should work on remote, please give this a try if people get a chance.
