Align release notes publishing cadence with runtime releases

Service Fabric runtime release note publishing often lag behind the runtime release available in the Azure Portal for Service Fabric Classic. As of writing this, there are no release notes for the last 3 released runtimes versions:

• 11.2.304.1
• 11.3.365.1
• 11.3.475.1

Recent release notes have alluded to upcoming breaking changes with 11.3.x, and not having the release notes available is preventing my organisation from updating our runtime version

I would add to this, that the download links on the Service Fabric Get Started page are also out of cadence with runtime versions available through the portal. As of writing this, the latest version available from the get started page is v11.3.365.1

The download link is available of the latest version but I just inferred this by changing the version in the URL e.g. https://download.microsoft.com/download/b/8/a/b8a2fb98-0ec1-41e5-be98-9d8b5abf7856/MicrosoftServiceFabric.11.3.475.1.exe
