Custom agents can not be added to non git projects

Using version 0.13.1.202511260159_nightly I'm trying to add Custom Agents, but I can not do so on our Team Shared resources.

Getting this error.

Most likely a change to FileUtils.getResourceURI as shown in #22 is needed.

So far we only support file-schemed uri. The Copilot Language Server will need a mechanism to read the content given a uri which is not file-schemed.

For example, client register a kind of content provider endpoint.

@jdneo vscode supports user data storage instead of per-project. Adding support for that to eclipse plugin would also resolve this issue, right?

@cebaa, yes if we have global scoped setting for the custom agents then this issue can be mitigated.
