Projects depend on "Microsoft.Windows.SDK.BuildTools" version "10.0.26100.2161" which doesn't exist

There are samples that depend on "Microsoft.Windows.SDK.BuildTools" version "10.0.26100.2161" but I cannot find that version on either of the NuGet source used in this repo:

• https://pkgs.dev.azure.com/shine-oss/WinAppSDK-Samples/_packaging/WinAppSDK-SampleDeps/nuget/v3/index.json
• https://api.nuget.org/v3/index.json

Moving to the latest, supported, common version (which appears to be "10.0.26100.6584") would alleviate confusion when trying to build the samples.
